Rules & VR

VR rules & wage schedule as dated versionsa change is a new version from a date — not a code change
When VR changes the rules — or negotiates a wage rise — from a future date, add a new version/raise with that effective-from date. The engine uses each version for the period it's in force, so anything before the date is untouched and everything from the date on uses the new numbers automatically. Past versions are locked (they produced real accrual/pay); scheduled ones apply when their date arrives.
